Wikileaks has done it once again; they’ve leaked another document classified as “SECRET/NOFORN” to the public. The document is a memorandum written by the CIA’s Red Cell, which is ostensibly a think tank within the agency. Within the memo entitled What if Foreigners See the United States as an “Exporter of Terrorism”, are multiple instances of domestic born United States citizens who have carried out attacks on foreign nations. These include the 2009 incident of five US men being arrested in Pakistan after seeking training from al-Qaida, the murder of 29 Palestinians by Baruch Goldstein, an American born Jew who joined Kach(extremist Jewish terrorist organization), as well as funding given to the IRA by Irish-Americans.
The theme repeated in the document is foreign perception of these incidents and how it could affect future relations between nations. Foreign nations may request and expect information regarding American citizens if the US is seen as an exporter of terrorism. Countries that may deem US citizens to be threats may want to extradite them according to the document. This is an interesting excerpt from the “Impact” section of the document:
Foreign intelligence operations on US soil to neutralize or even assassinate individuals in the US deemed to be a threat are not without precedent. Before the US entered World War II, British intelligence carried out information operations against prominent US citizens deemed to be isolationists or sympathetic to the Nazis.
While it may not be a revelation that foreign governments have spied on citizens in the United States, it is striking that foreign intelligence agencies have carried out assassinations against Americans on US soil. Considering that Britain’s government has, in the past, carried out operations against ‘isolationists’, people who opposed US intervention into the affairs of foreign nations and people who were opposed to wars, it would not be surprising if foreign agencies were still spying on antiwar groups in the US.
